Why the data dictionary layer decides everything downstream
A passport without data dictionary references is a document. With them, it is data that any system can read without being told what the fields mean.
“Reaction to fire” in your catalogue, “Resistência ao fogo” in a Portuguese specification and “Fire rating” in a customer's procurement system are three different things to a machine. A data dictionary reference is a URI that resolves to one definition, one data type and one unit, so all three are recognised as the same property.
EN 18223 requires exactly this: “a common information model allowing for the implementation of data dictionary systems.”

A URI from PDTs.pt, the Portuguese ISO 23386/23387 data dictionary, that means the same thing in every system.

EPD indicators are declared against the same product, in the same referenced form, not in a separate silo.

The digital DoPC is generated
A machine readable Declaration of Performance and Conformity, versioned against prEN 18357 and regenerated when it publishes.
